Description:
This is a way to refresh our current art supplies. Go through your ATC supplies and select out a minimum of three sturdy papers which measure out 2.5 inches by 3.5 inches. Include a few stickers or embellishments. Study the profile of your partners and send something that might be appealing to them. You will have (2) partners to send supplies to. If you choose to include an ATC that appeals to their profile, then that is simply up to the creator... but is not a requirement. This swap is mostly focused on the supplies themselves being swapped. Have fun and happy new year. This is a great swap for "newbies".

Do these have to be blanks that have been decorated or papers that the other person can use to decorate their own blanks? More info please...

The papers can be blanks, decorated, paint chips, whatever you have that you are willing to share with others. You the artist do not have anything holding you back on what you want to share or pass along. I hope this helps. For example: I inherited recently many things from an artist friend that I will not use anytime soon, so I am passing them on to someone else to enjoy. I am also sending some stickers, buttons, glitter etc as well as some paint chips and string/feathers.
