yeah, these rules don't work...sorry, but Feistfoodie makes a good point...you can't rate the person who leaves you a comment because they would be your send to partner, meaning they would rate you...

I figured it out, I'm new though so maybe I'm wrong.

On the top right hand corner of this page there is a yellow box. It has a few links.

Swap member options:

* See the partners you send to
* Rate your partners and coordinator
* Archive Swap
* View participants
* Upload swap photo

The top one opens a pop up window that shows you the 5 partners of whom you are supposed to go check out their web blogs and leave a comment. And the second link shows you the 5 people who were supposed to sign your blog. The people you are actually rating are the ones who actually signed your blog.

Does that make sense? I rated someone a 1, because in the ratings, its says

"Swap partner: "Partners Name"

* 5 - I got my stuff and it met posted swap requirements.
  This was an extra special package. Give a heart!
* 3 - I got my stuff, but it didn't meet the posted swap requirements.
* 1 - I never got anything.
* I do not wish to rate "Partners Name" at this time."

And because of all the confusion, I got 2 signatures, one from my signing partner list, and one from the list I was supposed to sign. I hoped I helped us figure this out. I think it was a great idea. I got to sort of meet new people and learn new things. But I don't want anyone to get mad at me. So I thought I'd post this and hopefully everyone will get 5's! :)
