You have 2 partners you send 2 meters of ribbon to. The ribbon pieces should not be shorter than 20cm, or longer than 50cm. They should be at least 4mm wide.

Anyone with at least 20 ratings of 5, a rating of above 4.9 and no unexplained 3's or 1's in the last 3 months can join. I go trough the swappers signed up when the sign up date is over, not before. No need to drop from the swap just because someone with a bad rating tries to sign up.
