Yes, a 3x5in piece like this is NOT and ATC it is in fact a Skinny. The only rule for an ATC is that it must be 2.5x3in. There is no such thing as a "giant" ATC.

yes it does matter, as said above an ATC is only an ATC if its 2.5x3.5
