To answer your question on my profile, sometimes a person may not put enough postage on their letter or parcel. So the receiver of mail might have to pay the rest if the postage due in order to get their mail. Imagine if you had to keep paying fees because someone forgot a stamp! It would add up over time... This is more in the US, so I'm not sure how other countries do this. I hope that makes sense ^^
