Comment: Thank you for the papery bits and washi. The envelope was marked 39¢ postage due but my carrier never accepts it from me. "it is the sender's responsibility, not yours!" Might consider weighing your outgoing mail. I use a flat glass food scale, and checked them at the post office at first to make sure my scale matched the p.o.
